​​Consumer Assurance Program

The Consumer Assurance Program (CAP) is a confidential mediation program. It is designed to promote quality workmanship and high ethical principles for residential construction projects throughout York County, Pennsylvania.

CAP can be utilized if Complainant is dissatisfied with work completed by a York Builders Association Member, or a Member is dissatisfied with another Member’s services. The Complaint Review Process is designed to help Complainants work through any concerns in an organized and objective manner, while utilizing the National Association of Home Builder’s Residential Construction Performance Guidelines.

CAP should be read in conjunction with the Home Improvement Consumer Protection Act (HICPA), which governs residential construction projects throughout Pennsylvania. The Process complies and aligns with the YBA Code of Ethics. HICPA does not detail nor provide for this Process. It does not preclude the Process either. Complainant or Member participation in this Process does not stay or toll any statute of limitations applicable to any claim that the Complainant or Member may have arising out of a residential construction project.
